I have a circuit that is drawing around 20ma. DC. Is there a way to use the Prop1 to detect when the current is missing?

I you can buffer the current and convert it to a voltage then, yes.  The logic threshold on the Prop-1/2/SX is 1.4 volts; anything above is seen as a "1" and anything below is seen as a "0."

Thanks for the help. I will use the voltage drop accross a resistor to determine if their is current.
