Is it "safe" to use AP-16+ terminal block B as a source for a DC-DC regulator to power a microcontroller? I am using your recommended power supply.

If this is possible, how many milliamps could be drawn?

That connects directly to the input so, yes.  The AP-16+ uses a couple hundred milliamps when idle, the real current draw is when it's playing loudly.  You just need to ensure that the power supply you're using can handle the volume you want plus the load from the terminal block.
