When I try to upload my program to my prop1 it has worked once.  The rest of the time it gives me the error message "Hardware failure. Check serial cable & power supply."  My serial cable has been working fine on the rest of my props and the power supply is rated for 24vdc 400ma output (actual output is 31vdc per my meter). Any Ideas?

The regulator on the Prop-1 doesn't like voltages above 29 and will shut down -- if you're going to use a 24 VDC supply then get one that is regulated; clearly, the one you're using is not.

What's confusing me is that when the prop is plugged in I get around 23vdc, but when i try to upload my program it fails then the power spikes to 31vdc and stays that way until I cycle the power...

Because it's an unregulated supply; the output will depend on the load placed on it -- with virtually no load, the voltage will rise to the point of shutting down the Prop-1 regulator.  For this reason, we don't recommend unregulated supplies.
