Well, Ian, I'm sorry it took me so long to get to this -- and when I actually sat down and thought about it the problem of measuring line frequency is pretty easy.  I reconfigured the program so that I could manually start the interrupt; this let's me measure the time between pulses from the zero-cross detector without worrying that the ISR would hose up the measurement. 

We'll have to do a serious analysis of the components, but our typically-conservative design approach may have paid off here: all of the components that connect to AC are rated far larger than they need to be, and should work without problems in a 230 VAC system.  If this all works out we'll update the FC-4 firmware and the board will work here and for our friends across the pond.

After a little more research we do have to change a resistor to protect the opto-triacs; if that change for 230 will still work correctly for 120 (I suspect it will) we will make the change and have somewhat "universal" product.  Thanks for prompting us on this.
